Following on from the revised planning guidance produced by the SE Regional Assembly (see Renew 145),  RegenSW  has produced a renewable energy strategy for the South West Region.  It’s based on  “Renewable Energy Assessment and Targets for the South West”, a report  produced  by the Government Office for the South West (GOSW), which suggested a target of obtaining 11-15% of the regions electricity from renewable sources by 2010. That’s a big jump from the figure of just over 1% at present and it’s well in excess of the 5.5% by 2010 proposed by the SE Region. It is also much larger than the 3.7-7.8% range proposed for the SW in the DTI’s regional targets: see Renew 137. But then the SW has a lot a of wind, biomass and possibly also wave resources, as well of course as tidal currents.  The targets are made up as follows:

Target 11-15% of electricity from renewables by 2010

SW Regen Renewable Enegy Strategy 2003
Technology   Number Capacity
Offshore Wind 50MW, 20-30 turbines 1 50
Onshore wind 25MW, 10-20 turbines 13 78
Medium scale Wind farms 25MW, 10-20 turbines 6 150
Small wind clusters 6MW, 10 turbines 13 78
Single Large Tbns 1.5MW 15 22.5
Single small Tbns 0.03MW 90 2.5
Biomass combustion energy crops and/or agricultural waste Large CHP, 200MW wood, straw 5 105
Medium CHP 5MW 7 35
Biomass anaerobic digestion Farm 5 2.5
Sewage 2 1
Municiple or Industrial waste CHP or Electricity 10MW 2 20
Green waste or Industrial CHP or Electricity 1.2MW 6 7.5
Landfill Gas CHP or Electricity 8 11.2
Small Hydro 0.1MW   30 3
Solar PV Domestic and commercial 2.929 12.25
Tidal Current 7.5MW   3 15.3
Tidal Barrage   1 28
Shoreline Wave   1 0.5
Total capacity
644.25 MW
Total Annual Energy Output
227.6 GWh p.a

As can be seen, there is a brave attempt to include a small tidal and wave contribution, but wind power dominates. Interestingly the strategy assumes that most of the on land wind will be in Devon, whereas, so far, Devon has pretty much resisted wind projects.

The RegenSW Strategy outlines the actions that will need to be taken by each organistations locally to make the overall expansion happen.  A summary of the strategy and the full GOSW report are at: www.regensw.co.uk  For more on RegenSW see Groups.
